Words are often so loud that it gets hard to discern what the actions were - but the progress of actions is pretty observable, no matter how loud they are. People can observe both the value and the rate. Math is inherent.

If you need an example, consider how quickly response was provided for Houston versus how fast it is being provided for Puerto Rico. Things are particularly bad when both the value and the rate of actions are miniscule. Time to use some words to push the actions, I guess.
